STRUCTURAL SETUP OF ASCSN
The Association of Senior Civil Servants of Nigeria has an organizational structure through which the union is administered. The structural set up is as follows:
- National Delegates Conference
- National Executive Council (NEC)
- Central Working Committee (CWC)
- Branch Delegates Conference
- Branch Executive Committee
- Chapter Delegates Conference
- Chapter Executive Committee
- Unit Delegates Conference
- Unit Delegate Committee
- The National Secretariat.
NATIONAL DELEGATES CONFERENCE
The supreme authority of the Association is vested in the National Delegates Conference. Any decision taken at the National Delegates Conference is final.
NATIONAL EXECUTIVE COUNCIL (NEC)
Next to the National Delegates Conference is the National Executive Council (NEC) of the Association. The NEC – is composed of the following:
- The National President
- Four Vice Presidents
- The Treasurer
- The Internal Auditor
- The Secretary-General
- The Chairmen of all Branches and Chapters of the Association.
- The Five Ex-officio members of the Central Working Committee (CWC)
- All other members, so co-opted as it may from time to time be considered necessary. Like the State Secretaries, co-opted members do not have voting rights.
THE CENTRAL WORKING COMMITTEE (CWC)
The Central Working Committee (CWC) shall in between the meeting of National Executive Council (NEC) supervise the administration of the affairs of the Association and shall be accountable to the NEC. The CWC shall be composed of all the National Officers and the Five Ex-Officio members elected at the National Delegates Conference.
PRINCIPAL OFFICERS OF THE ASSOCIATION
The Principal National Officers of the Association are:
- The National President
- The Vice Presidents
- The Treasurer
- The National Legal Adviser
- The National Internal Auditor
- The Trustees
- The Secretary-General
All the National Officers with the exception of the Secretary General are elected by Secret Ballot at the National Delegates Conference for a period of four (4) years.
BRANCHES OF THE ASSOCIATION
A Branch of the Association is made up of all Senior Civil Servants who are eligible members of the Association in a state. The functions of a Branch of the Association include:
- Promotion of the objects of the Association
- Discharge of financial obligations required to promote the objects of the Association in the state including welfare of members
- Supporting and promoting the publication and distribution of the Association journals.
BRANCH DELEGATES CONFERENCE
The supreme authority of the Association in the sate is the Branch Delegates Conference. A Special/Emergency Delegates Conference may be convened if so demanded in writing by representatives of at least 50% of the total number of the Ministries/Extra Ministerial Departments in the Branch.
BRANCH EXECUTIVE COMMITTEE
The members of a Branch Executive Committee of the Association shall consist of:
- Chairman
- Two Vice Chairmen
- Treasurer
- Legal Adviser
- Internal Auditor
- Five Ex-Officio Members
- The Appointed State Secretary and the Organising Secretary.
It is the duty of the Branch Executive Committee to implement the directive of the higher organs of the Association in the conduct of its affairs.
CHAPTERS OF THE ASSOCIATION
A Chapter of the Association is made up of Senior Federal Civil Servants in a State. The supreme authority in a Chapter is vested in the Chapter Delegates Conference. There can also be Chapter Special/Emergency Delegates Conference if so demanded in writing. We also have the Chapter Executive Committee that takes charge of the day to day running of the Chapter. It is made up of the following:
- Chairman
- Two Vice Chairmen
- Treasurer
- Legal Adviser
- Internal Auditor
- Five Ex-Officio Members
- The Appointed State Secretary and the Organising Secretary
UNITS OF THE ASSOCIATION
In order to ensure the smooth conduct of the affairs of the Association at the grass root level, the constitution provides for the establishment of units in each Ministry or Extra Ministerial Department within the Federal and State Civil Services. The members of the Unit are Senior Civil Servants on GL 07 and above.
As we have in the Branch and Chapter, the supreme authority of the Association at the Unit level is vested in the Unit Delegates Conference. The Special/Emergency Delegates Conference of Unit shall be convened if so demanded in writing to the Secretary-General or State Secretary in case of State Civil Service by at least 30 members or 50% of all the members of the Unit (Whichever is smaller).
UNIT EXECUTIVE COMMITTEE
The Unit Executive Committee is saddled with the responsibility of overseeing the day to day affairs of the Unit. It consists of:
- Chairman
- Secretary
- Treasurer
- Two Ex-Officio Members
- State Organising Secretary
NATIONAL SECRETARIAT
The National Secretariat is the Administrative organ of the Union that takes charge of the day to day running of the organisation. Like any other organisation, it is the life wire of the union. The National Secretariat is headed by the Secretary-General who is ably assisted by other retinue of officers. The secretariat coordinates the work of all the organs of the union and also ensures that they function efficiently and effectively. |
